The rubber flange connects the carburettor sump to the frame, whereby the intake air is routed via the frame so that coarse dirt does not end up in the air filter in the first place. If the intake rubber becomes porous or brittle over time, it is worth replacing it so that the connection is clean again and no unwanted secondary air is drawn in.
